The House of Representatives has expressed dissatisfaction at the drop in revenue projections by government ministries, departments and agencies (MDAs) as presented by Dr. Mansur Muktar, minister for finance. The minister had blamed the poor revenue base of the federation on the uncooperative attitude of some government agencies which generate revenues internally and utilize same without recourse to appropriation. Muktar warned that the nation’s appropriation law which allows some designated agencies like the Customs Service, Federal Inland Revenues Services and the Nigerian Ports Authority and others to generate funds and utilize same must be amended so as to shore up the nation’s revenue base. “It is very unfortunate that some of these agencies feel that the more money they make the more they should spend”, he lamented. Muktar said he had made several engagements with the affected agencies even as he submitted that more engagements needed to be made so as to impress on them the need to remit funds into government coffers. He also counseled that the expenditures of the affected MDAs should be monitored so as to guide against wastages and save revenues for the country. The minister frowned at the provisions of the Act setting up some agencies including Customs and particularly the NPA that empowered them to spend as much as 80percent of their total internally generated revenues. The minister’s disclosure came as committee on finance chaired by Honourable John Enoh has resolved to pay unscheduled visits to ministries, parastatals and agencies of government in its revenue drive, having expressed dissatisfactions with the revenue projections allocated to more than 30 agencies of government in 2010 by the Budget Office. The committee observed sharp drop in revenue forecast in 2010 when compared to the contributions made by the agencies in the 2009 fiscal year.
